This Request for Lease Proposals (RLP) seeks offers for a lease of approximately 3,066 to 3,219 ANSI/BOMA Occupant Area (ABOA) square feet of contiguous space. The purpose is to procure office space for the USDA Service Center in Scottsburg, IN.

• Space Size: 3,066 to 3,219 ABOA square feet.

• Building Standards: Modern, sound construction, with modern conveniences. If not new, must have undergone modernization or adaptive reuse.

• Parking: 17 surface/outside parking spaces required for Government use, secured and lit. Cost to be included in rental consideration.

• Utilities: Fully serviced lease, including operating costs and janitorial services.

• Lease Term: 20 Years, with 10 Years Firm, and Government termination rights after the firm term (120 days' notice).

• Seismic Safety: Building must comply with Seismic Standards. Offers not in compliance will not be considered unless no compliant offers are received.

• Accessibility: Building must meet accessibility requirements or offeror must commit to improvements.

• Fire Protection & Life Safety: Building must meet requirements for Means of Egress, Automatic Fire Sprinkler System, and Fire Alarm System.

• Energy Efficiency: Buildings must have an ENERGY STAR® label (awarded within one year prior to proposal deadline), with exceptions for certain circumstances. If exceptions apply, cost-effective energy efficiency improvements may be required.

• Environmental Considerations: Space must be free of known hazardous conditions or recognized environmental conditions.

The revised offer due date remains April 14, 2026, by 4:30 PM ET. Offerors must acknowledge receipt of this amendment in writing by the specified date and time. Failure to do so may result in offer rejection. If an offeror wishes to change their offer due to this amendment, the change must reference this amendment and be received by the specified due date and time.

The U.S. Department of Agriculture (USDA) is seeking to lease office and related space in Scottsburg, IN. The goal is to procure approximately 3,066 to 3,219 ANSI/BOMA Occupant Area (ABOA) square feet of contiguous space.

• Space Size: Minimum 3,066 ABOA SF, Maximum 3,219 ABOA SF.

• Parking: 2 reserved spaces for Government vehicles, 15 reserved spaces for visitors, and 9 non-reserved spaces for employees.

• Exterior Parking: Approximately 800 SF for storing no-till drills and accommodating trucks/tractors for farm equipment. Parking lot must accommodate pull-through parking.

• Building Requirements: Modern design, sound construction, modern conveniences. Must be contiguous, on one floor. Accessible elevator required if above ground level. Subleases are not acceptable. Fully serviced lease required. Offered space must not be in a 100-year flood plain. Preferred first floor, contiguous space meeting accessibility requirements.

• Lease Term: 20 years, with a 10-year firm term.

• Termination Rights: 120 days' notice in whole or in part, after the firm term.
