Scope of Opportunity

The Government reserves the right to vary the quantity by 10 percent. Buyers are responsible for providing their own personnel and equipment for loading, including pumps and measuring devices, and must use DOT-approved trucks equipped with spark arrestors and spill control devices. The buyer is also responsible for all cleanup of spillages and compliance with all applicable safety, fire, environmental, and OSHA laws. The material is considered hazardous, and the Government assumes no liability for damages or injuries arising from its purchase or use.
Contract Details
This is a Sale of Surplus Property (Solicitation Number MMP100-26-352). Award will be made to the highest responsive and responsible bidder. In the event of equal highest bids, a drawing will determine the awardee. A 20% deposit by certified or company check, payable to the U.S. Treasury, is required prior to pick-up. The balance must be paid within fifteen (15) days of invoice receipt. The buyer guarantees their bid price until the material is removed. The agreement includes clauses for termination for default or convenience, and the buyer is responsible for any damage to government property during removal operations. There is no specific set-aside designation for this sale.
Eligibility & Requirements
Bidders must be United States citizens and eligible to obtain Department of State, Commerce, or Office of Foreign Assets Control export licenses. Buyers are required to report suspected instances of fraud, abuse, theft, or violations of U.S. export laws. Transportation personnel require base access, necessitating a one-day pass, valid driver's license, registration, and proof of insurance. A Real ID is highly preferred, or three forms of ID (e.g., Driver’s License, Passport, TWIC card, SS card, Birth Certificate). High bidders may be subject to an on-site environmental inspection of their premises.

Bids must be submitted by June 30, 2026, at 2:00 PM EST.
