Quick Summary
The U.S. Forest Service (USFS), Pacific Southwest Region (Region 5), intends to issue a Request for Proposals (RFP) for Regional Vault Toilet and Septic Pumping Services across California. This will be a Multiple-Award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The opportunity is set for Full and Open Competition, with the Government planning to make multiple awards to a mix of large and small businesses. The RFP is anticipated to be posted on or about April 23, 2026, with offers due by May 8, 2026.
Purpose and Scope
The primary objective is to provide efficient and cost-effective vault toilet and septic pumping services throughout all National Forests in USFS Region 5 (California). This ensures public health and safety by maintaining hygienic and environmentally sound waste disposal systems at recreation and administrative sites where traditional plumbing is unavailable. The scope of work includes pumping and hauling waste from precast concrete vaults and septic tanks, inspecting and documenting the condition of vault toilet buildings, cleaning interior and exterior areas, servicing USFS-owned portable toilets, and legally hauling and disposing of all collected effluent and debris. Services will encompass recurring and as-needed tasks, including emergency response, across eight distinct geographic zones.
