Statement of Work (SOW) / Performance Work Statement (PWS)

To provide efficient and cost-effective toilet pumping services for U.S. Forest Service (USFS) facilities across the Pacific Southwest Region, ensuring public health and safety by maintaining hygienic waste disposal systems in recreation areas where traditional plumbing is unavailable.

• Pumping and hauling waste from vault toilets and septic tanks.

• Visually inspecting and documenting the condition of vault toilet buildings.

• Cleaning the interior and exterior of vault toilet buildings.

• Servicing Forest Service-owned portable toilet facilities, including restocking consumables.

• Basic inspections to identify structural or functional deficiencies, leaks, or damage.

• Transporting and legally disposing of all sewage and debris at approved off-site facilities.

• Services must be performed safely and sanitarily to protect the public.

• Work must not damage roads, entrances, structures, or adjacent vegetation.

• All waste disposal must comply with Federal, State, and local laws.

• A written inspection report, including service dates and quantities of waste removed, must be submitted within five (5) business days of service completion.

• Emergency pumping must be performed within 48 hours of the date listed on the task order.

• The contract includes a base year with four option years, for a potential of up to five years.

• Services will be performed at various USFS sites within the Pacific Southwest Region, divided into four geographic zones.

• Sites may be accessible via paved, chip-sealed, gravel, or dirt roads, and some may require work during winter conditions.

• Contractors must be certified per State requirements to handle and dispose of wastewater.

• All disinfecting solutions must be approved by the Contracting Officer's Representative (COR).

• Personnel must be licensed drivers, experienced technicians, and knowledgeable in inspections and basic maintenance.

• Personnel must maintain professionalism and avoid interference with normal recreation area use.

• Water and electricity are not provided at service locations; the Contractor must supply all necessary resources.

• Contractor's personnel and equipment are not permitted to remain on-site overnight.
