• Schedule of Items (Price Sheet): Details pricing for vault pumping services. Pricing is a fixed rate per vault, including fuel and mobilization. Payment is based on actual services performed. The frequency of service varies by site. Includes Exhibits A-E for Base Period (2026) through Option Period 4 (2030).
• Bid Summary Sheets (3 & 4): Outline road maintenance tasks such as mobilization, material hauling, surface maintenance, and brushing for specific road systems in Hoonah and Juneau. These sheets are for the Base Period (Date of Award - April 30, 2024).
• Partial Pump Clause: A clause states that if a vault is less than 50% full, the Government may request a 'Partial Pump' at 60% of the listed Unit Price.
• TBN (To Be Negotiated): Indicated for 'Over and Above Work' in the road maintenance bid sheets.

Bidders must use these sheets to understand the pricing structure for vault pumping and road maintenance services. The 'Schedule of Items' provides specific locations, vault quantities, capacities, and distances, which are crucial for calculating bid prices. The 'Bid Summary Sheets' detail the scope of road maintenance tasks. Bidders need to fill in the highlighted yellow cells on the bid sheets and ensure they do not alter existing formulas. The pricing is for evaluation purposes, with payment based on actual services rendered.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for toilet vault pumping services to the Cle Elum Ranger District (CERD) on an as-needed basis.

• Furnish all labor, materials, equipment, tools, transportation, and supplies to pump, wash down (including pressure washing or scrubbing reachable interior vault walls and surrounding floor/riser), and dispose of waste products from approximately 36 toilet vaults.

• Includes removal and off-site disposal of all non-liquid debris (trash) found within the vaults.

• Services to be performed in accordance with the PWS and applicable federal, state, and local laws and regulations.

• Vaults shall be fully pumped (with no remaining matter) at each service interval.

• Services to be performed IAW the terms of each task order.

• Thoroughly clean and disinfect all contaminated areas resulting from the pumping process.

• Ensure hole covers fit with an airtight seal.

• Take extreme care to prevent spillage of waste; clean up any spillage immediately IAW OSHA, USDA Health and Safety, and applicable laws/regulations.

• Place of Performance: Cle Elum Ranger District on the Okanagan-Wenatchee National Forest.

• Period of Performance: 12 months per option period, with anticipated service dates from May 1 to October 31.

• Contract Period: Base Period (01 May 2026 - 30 April 2027) through Option Period 4 (01 May 2030 - 30 April 2031).

• Contractor must use equipment appropriate for mountainous forest road travel.

• Contractor must provide a Contract Manager and a Quality Control Representative.

• Contractor must develop and maintain an effective Quality Control Plan (QCP).

• Contractor must obtain all necessary licenses and permits.

• Contractor must identify employees with clearly written and visible nametags.

• Contractor must comply with all applicable safety and occupational health requirements.

• A list of 26 specific toilet vault locations with approximate miles, vault capacity, and frequency of service (Notified When Needed) is provided.

• Service calls will be initiated by the COR via phone and email; work must be completed within 5 business days.

• Emergency response required within 48 hours of notification.

• Invoices must be submitted via the Invoice Processing Platform (IPP).

• Government-furnished property includes one Forest Service Yale Key.

• Contractor is responsible for all travel to and from work sites.

• The government does not guarantee the number of orders or quantities.

• Minimum wage rates and fringe benefits are specified in the attached wage determination.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services for vault pumping requirements at the Okanogan-Wenatchee National Forest, Cle Elum Ranger District, Kittitas County. The services are to be provided on an "as-needed" basis via task orders.

• Provide all labor, supervision, management, tools, materials, equipment, facilities, and transportation for "call when needed" pumping services.

• Services are to be performed in accordance with the Performance Work Statement (PWS).

• Specific vault locations and unit pricing per option period are identified in Exhibits A-E.

• The contract is for vault pumping services, with specific locations and unit prices detailed in the Schedule of Items.

• Contract Type: Firm-fixed-priced requirements contract.

• Period of Performance: 1 Base Period (12 months) plus 4 Option Periods (12 months each).

  • Base Period: May 1, 2026 - April 30, 2027
  • Option Periods: May 1, 2027 - April 30, 2031

• Total contract duration, including a 6-month extension per FAR 52.217-8, shall not exceed five years and six months.

• Offer Due Date: On or Before April 15, 2026, 11:00 AM PDT.

• Evaluation Criteria: Quotes will be evaluated based on price and other factors, with the Government reserving the right to select a quote superior in technical features or delivery schedule, even if not the lowest priced.

• Evaluation Factors: Technical Approach/Capability, Past Performance, and Price.

• Site Visit: Offerors are encouraged to inspect the sites and access roads prior to submitting a quote.

• This acquisition is a Total Small Business Set-Aside.

• Applicable NAICS Code: 562991 (Septic Tank and Related Services).

• Small Business Size Standard: $9 million.

• This solicitation incorporates provisions and clauses by reference (FAR 52.212-1, 52.212-3, 52.212-4, 52.212-5).

• Service Contract Labor Standards (SCLS) apply.

• Attachments include: Schedule of Items, Performance Work Statement, and various location maps.
