This is a combined synopsis/solicitation for janitorial services at the Fenn Ranger Station, located within the Moose Creek Ranger District, Nez Perce-Clearwater National Forest. The contract will be performance-based.

• Janitorial services are required for seven government-owned facilities at the Fenn Ranger Station.

• Five buildings require year-round services: Administration Office, Assessment Office, Fire Office, Visitor Center, and Cookhouse.

• Two buildings require bi-annual services: Fenn Bunkhouse and Cedar Flats Dormitory.

• Services include general janitorial cleaning duties as detailed in the technical requirements.

• Contractor must provide all management, tools, equipment, and labor.

• Work hours are primarily between 5:00 p.m. and 5:00 a.m., except on weekends.

• Contractor must coordinate with the COR for public meetings held after normal business hours.

• Anticipated contract type: Firm-Fixed Price Service Contract.

• Period of Performance: Base Period (05/01/2026 - 04/30/2027) plus four (4) 12-month option periods.

• Total duration not to exceed five (5) years and 6 months, including a 6-month extension per FAR 52.217-8.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for janitorial services at the Forest Service Fenn Ranger Station, located on the Moose Creek Ranger District in the Nez Perce-Clearwater National Forest, Idaho.

The contractor will provide janitorial services for seven government-owned facilities. Five buildings require year-round services, and two require bi-annual services. The services encompass cleaning and disinfecting various areas including:

• Fixtures: Daily cleaning and disinfection of cabinets, countertops, display cases, door handles, drinking fountains, handrails, lights, lockers, mirrors, showers, sinks, faucets, and toilets.
• Floors: Daily vacuuming of carpeted areas and daily cleaning/disinfection of resilient and non-resilient floors. Steam cleaning of carpets is required twice annually (May and October).
• Waste Containers: Daily emptying and cleaning of garbage cans and sanitary napkin receptacles.
• Walls: Daily cleaning and disinfection of surfaces including baseboards, corners, doors, frames, glass, handles, hinges, kick plates, knobs, push bars, thresholds, sills, and wood paneling.
• Windows: Exterior and interior windows to be cleaned twice annually (May and October).
• Appliances: Daily cleaning of exterior surfaces of appliances.
• Furniture: Daily cleaning and disinfection of all furniture.
• Stairways: Daily cleaning and disinfection.

The services are to be performed at the Fenn Ranger Station, Moose Creek Ranger District, Nez Perce-Clearwater National Forest, Idaho County, Idaho.

• Contract Management: Includes pre-work meetings, daily inspection checklists, and maintaining a collaborative working relationship with the government.
• Performance Standards: Buildings must be free of dirt, grime, and foreign matter to ensure a pleasant, healthy, and safe work environment. Personnel must be professional and adhere to contract standards.
• Deliverables: Include designation of a contractor's representative, roster of employees, quality control plan, contractor's inspection checklist, and safety plan.
