The USFS justifies this sole-source acquisition based on several factors:

- Authorized Vendor: Frontier Precision Inc. is the only authorized distributor of Trimble brand GNSS equipment in the Pacific Northwest region (Washington and Oregon).
- Technical Approval (TA) Exemption: Trimble GPS receivers and data collectors are pre-approved and exempt from CIO IT security standards (TA requirements), avoiding a lengthy and costly approval process for other comparable equipment.
- Market Research: Market research found no other TA-approved survey-grade GPS receivers or data collectors that meet the specific integration requirements and minimum specifications.
