Statement of Work (SOW)

To establish a Blanket Purchase Agreement (BPA) for regular vehicle maintenance, repair, and bodywork on Government Owned Vehicles (GOVs) for the U.S. Embassy Brussels.

• Provide maintenance services and vehicle inspections in accordance with mandatory Belgian Law.
• Perform repair services.
• Replace spare parts. Small replacement parts (under €200) can be installed without prior approval. Used or old parts are not permitted. Replacement of major spare parts (over €200) and vehicle modifications require a separate cost estimate and approval from the Contracting Officer's Representative (COR).
• A detailed requirement list is available in Attachment A.

Vendor performance will be evaluated based on timely delivery, quality of services, and responsiveness to issues or requests.

• Period of Performance: March 01, 2026, to February 28, 2027.

• Place of Performance: Contractors must have a garage located within 35 kilometers of Brussels.

• Vendors must be registered in the System for Award Management (SAM) for business received to exceed $40,000.

• Maintenance Services: Includes technical car inspections compliant with Belgian Law and scheduled maintenance tasks based on mileage intervals (3,000-7,000 miles, 15,000-30,000 miles, 35,000-50,000 miles, and 60,000 miles). Specific tasks include oil and filter changes, fluid checks and replacements, filter replacements, tire inspections, brake pad replacements, and timing belt replacements.
• Repair Services: Encompasses inspecting the working condition of vehicles, cleaning and greasing moving parts, inspecting and testing electrical and mechanical functions, and replacing parts as necessary.
• Spare Parts Replacement: Vendors are authorized to install small replacement parts (under €200) without prior approval. Used or old parts are not permitted. Major spare parts (exceeding €200), modifications, and upgrades require a separate cost estimate and prior approval from the Contracting Officer's Representative.
