This is a combined synopsis/solicitation for commercial items to procure conference rooms, billeting accommodations, and incidental services for the USINDOPACOM's Pacific Endeavor 2026 Conference. The requirement will result in a Firm-Fixed Price (FFP) purchase order.

• Provision of meeting rooms, billeting, and incidental services.

• Ability to block and make available fifty (50) standard guest rooms to accommodate event attendees.

• Evaluation Basis: The Government will award to the responsible Quoter whose quote is technically acceptable and most advantageous to the Government, considering price and other factors. Technical evaluation will be on an acceptable/unacceptable basis.

• Quote Content: Must include pricing (using Attachment 4), vendor point of contact, GSA contract number (if applicable), business size, and payment terms.

• This is a competitive, unrestricted action.

• Quoters must be registered in the System for Award Management (SAM) database.

• Applicable attachments include: Combined Synopsis Solicitation, Performance Work Statement (PWS), Floor Plans, Quote Submittal Spreadsheet, and FAR/DFARS Clauses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide facilities and services to accommodate approximately fifty (50) delegates for the Pacific Endeavor 2026 Conference in Honolulu, Hawaii. The conference aims to test systems for interoperability, address communications and cyber capacity issues, codify processes, and develop technical standards and operating procedures.

• Provide conference rooms and billeting for approximately 50 participants.

• Offer meeting/event rooms for general sessions and special purpose rooms.

• Provide lodging in the same hotel building or wing, not exceeding the U.S. per diem lodging rate.

• Include a Non-Severable Conference Package for 50 attendees, comprising buffet lunch and refreshments (coffee, tea, water, light snacks) from April 27-29, 2026.

• Administration Room (26-29 April 2026): Accommodate up to 8 participants, with dedicated wireless internet, security, one rectangle table with 8 chairs, and a color printer. Room to be cleaned daily by 0700.

• Plenary Room (26-29 April 2026): Accommodate up to 50 participants, with dedicated Wi-Fi, specific seating arrangements (U-shaped and theater), unobstructed view of the speaker, 12 power strips, a raised floor, and a podium. Includes 10 push-button microphones and 2 wireless microphones. A tabletop exercise setup with four 6' tables and 24 chairs is also required.

• Technology Demonstration Room (27 April 2026): Accommodate up to 8 vendors, with dedicated Wi-Fi, 8 rectangular tables with 16 chairs, and security. Room to be cleaned daily by 0700.

• Sidebar Room (26-29 April 2026): Accommodate up to 8 participants, with dedicated wireless internet, security, one rectangle table with 8 chairs. Room to be cleaned daily by 0700.

• Contractor Qualifications: Must be an authorized and licensed facility provider in Honolulu, HI, with a Triple AAA three (3) Diamond or higher rating. Facility must offer international eateries, be professional, clean, well-lit, safe, and secure, with parking and a fitness center. No major construction during the POP.

• Personnel: Sufficient personnel fluent in English must be furnished. No personal services to attendees or Government officials.

• Lodging: Contractor shall block a minimum of 50 standard rooms (single/double occupancy) for participants. Rooms must have in-room sanitary facilities, utilities, and operable locks. Onsite self-service laundry or hotel laundry services must be available (at guest expense). Ice and beverage vending machines required. Two parking spaces for conference support vehicles.

• Quality Assurance: Contractor must implement a Quality Control Program (QCP).

• Physical Security: Facility must afford superior security measures.
