Justification for Sole Source
This acquisition is pursued as an Exception to Fair Opportunity (JEFO) under FAR 16.507-6(b)(2), citing that ATAC is the only awardee capable of providing the unique and highly specialized services. Market research determined ATAC is the only contractor with approved subcontractor agreements for the required turboprop aircraft capability within the CAS TACT MAC contract. Other contractors would require significant time to establish new agreements, jeopardizing the training schedule.
