Quick Summary
The Department of the Navy, Naval Surface Warfare Center (NSWC) has awarded a Firm Fixed Price (FFP) Requirements Indefinite Delivery – Indefinite Quantity (IDIQ) contract on a sole source basis to Ohler Pumps, A Division of WS Darley. This contract is for the acquisition of specialized pumps and filters critical for the U.S. Marine Corps' Expeditionary Fuel Distribution Systems (EFDS). This action is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2) due to Ohler Pumps being the sole responsible source.
Scope of Work
This contract covers the acquisition of pumps and filters that are specifically designed and modified to operate the fielded Expeditionary Fuel Distribution Systems (EFDS) used by the U.S. Marine Corps. These components are deemed critical and were originally designed by Ohler Pumps.
Contract Details
- Contract Type: Firm Fixed Price (FFP) Requirements Indefinite Delivery – Indefinite Quantity (IDIQ)
- Contractor: Ohler Pumps, A Division of WS Darley (CAGE Code 00299)
- Awarding Agency: Naval Surface Warfare Center (NSWC)
- Period of Performance: Estimated five years, including a base ordering period and four additional option ordering periods.
- Funding: Fiscal years 2026 – 2031 Other Procurement, Navy (OPN) funds.
- Set-Aside: None (Sole Source Award)
- Product Service Code: 2910 (Engine Fuel System Components, Nonaircraft)
Justification for Sole Source
The sole source award to Ohler Pumps is justified under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), citing "Only one responsible source." Ohler Pumps is the Original Equipment Manufacturer (OEM) and the only known source for these specially designed and modified EFDS pumps and filters. Using alternative components would necessitate significant system redesign, incur extensive engineering costs, and delay the fielding of critical equipment. This approach leverages existing designs and testing, thereby reducing schedule risk and costs associated with logistics development, manuals, and training.
Market Research & Competition
A sources sought notice was published, and the proposed contract action was synopsized. Only Ohler Pumps responded to these notices. Due to the specialized nature of the required components, no further market research was deemed practicable. The Contracting Officer has determined that the anticipated prices will be fair and reasonable.
Future Competition
NSWC PCD currently has no plans to compete future contracts for these specific supplies and services. Future competition will only be assessed if another potential source emerges.
