Policy Update / Guidance

This memorandum updates the policy for the annual Tenant Satisfaction Survey for all privatized and government-owned/controlled military housing. It supersedes the previous policy issued in November 2020 and mandates the use of a standardized survey across all housing types.

• Annual Survey: To be conducted annually in the second quarter of each fiscal year.
• Standardized Survey: All housing types must use the same survey questions, with Attachment 1 providing the updated template for the FY 2025 cycle.
• Contracting: Beginning with the FY 2025 cycle, each Military Department must independently solicit or use an existing contract vehicle for their annual survey.
• Data Accuracy: Survey contracts must ensure the Military Department receives final electronic data and reports prior to release to landlords to ensure data accuracy.
• Budgeting: Each Military Department is responsible for budgeting its own annual survey costs.
• OMB Control Number: Must be included on electronic surveys and in public communications. Departments must notify the Deputy Assistant Secretary (Housing) at least 4 weeks before survey launch.
• Administration: Surveys are to be administered electronically via email and/or text, potentially using unique codes for each tenant.
• Definition of Tenants: Includes residents of DoD privatized, government-owned, or government-controlled housing overseen by the DoD's Chief Housing Officer.
• Communication: Military Departments are encouraged to promote high response rates through communication plans, but must state that participation is voluntary and confidential.
• Incentives: DoD may sponsor tenant events, but cannot use prize giveaways to increase survey participation. Landlord-sponsored events or prize giveaways require prior written approval and must adhere to specific guidelines (Attachment 2).
• Survey Results: Military Departments must make efforts to publicly release results within 60 days of receiving final reports and provide reports/data to the Assistant Secretary of Defense (Housing) before public release.
• Timing: Beginning with FY 2025, surveys should be distributed in March each year.
• Corrective Action Plans: Required for any installation with an Overall Satisfaction score of 69.5% or lower, focusing on identified issues and improvements.

This document outlines the mandatory requirements and procedures for conducting tenant satisfaction surveys for military housing. While not a direct solicitation for services, it establishes the framework and expectations for future contracts related to these surveys, including the use of specific survey instruments and reporting requirements. Contractors involved in future solicitations for tenant satisfaction surveys should be aware of these policy updates, particularly regarding the standardized survey template, contracting responsibilities, and data submission requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain support services for the Marine Corps Housing Program to assess and improve its business processes through tenant satisfaction surveys and related analysis, ensuring compliance with applicable directives, orders, and policies.

This contract involves technical and project management support services for data collection, analysis, and reporting related to housing satisfaction. Key task areas include:

• Inventory Data and Population Data Reconciliation Support
• Survey Methodology Support
• Survey Related Materials/Media Support
• Survey Data Reporting Website Support
• Survey Distribution and Survey Period Support
• Post-Survey Reporting and Other Outside Survey Period Support

Performance will be evaluated based on objectives such as:

• Identifying best practices and deficiencies in Marine Corps housing management.
• Informing the Housing Program on common tenant trends.
• Providing data analysis on Government housing trends.

Performance will be 100 percent in Contractor's facilities. The period of performance will be in accordance with the Contract Line-Item Numbers (CLINs) included in the solicitation/contract/task order.

• The contract is for non-personal services.
• Contractor personnel shall not be supervised or controlled by the Government.
• Firm fixed-price CLINs for services and cost-reimbursement CLINs for other direct costs (ODCs) are anticipated.
• Contractor must provide all personnel, equipment, supplies, and services not specified as Government Furnished Items.
• Specific requirements for contractor personnel include professional conduct, communication skills, and relevant training and experience.
• Security requirements include background checks, Common Access Cards (CACs), and adherence to data security protocols for Controlled Unclassified Information (CUI).

Solicitation / RFP / RFQ

This is a presolicitation notice for a Request for Quote (RFQ) for Marine Corps Tenant Satisfaction Survey (TSS) Support Services. The purpose is to assist the United States Marine Corps Installation Command (MCICOM) Marine Corps Housing Program in assessing and improving business processes through tenant satisfaction surveys and related analysis.

• Technical and project management support services.

• Data collection, analyses, and reporting, specifically regarding housing satisfaction.

• The scope of work is detailed in the Performance Work Statement (PWS), Enclosure 1 and Enclosure 2.

• Estimated period of performance: 52 months (5-month base period, one 11-month option period, and three 12-month option periods).

• Anticipated CLINs include Family Housing (FH) Satisfaction Survey Support Services, Private Public Venture (PPV) Satisfaction Survey Support Services, Unaccompanied Housing (UH) Satisfaction Survey Support Services, and Other Direct Costs (ODCs) for printing, packaging, and shipping services for UH door hangers.

• The solicitation is anticipated to be issued on or before April 21, 2026.

• The solicitation will be issued using the Procurement Integrated Enterprise Environment (PIEE) Solicitation module and will utilize its interface with SAM.gov.

• This procurement is subject to the final availability of funds for fiscal year 2026.

• This procurement will be a Total Small Business Set-Aside.

• Prospective prime contractors must be a small business under the relevant NAICS code.

• NAICS Code: 541910 (Marketing Research and Public Opinion Polling) with a Small Business Size Standard of $22.5M.

• PSC Code: R422 (Support – Professional: Market Research/Public Opinion).

• Class Deviation 2021-00008, Revision 1 – Limitations on Subcontracting for Small Business is anticipated to apply.

• Interested parties should register for a user account on PIEE to save searches, follow changes, and join interested vendor lists.

• Interested primes must ensure their business profile and representations/certifications at SAM.gov reflect their current size status for the identified NAICS code at the time of offer submission and before award.
