• Quotes are to be submitted via email to the Contracting Officer (Amy Gawarecki) and Contract Specialist (Adam Buchert).

• Questions due by 10:00 AM ET on June 11, 2026.

• Award will be made using Simplified Acquisition Procedures to the vendor with the lowest price who meets the requirements and is deemed responsible.

• Trade-offs between cost/price and non-cost/price factors are not permitted.

• Offerors are encouraged to present their best prices in their initial quote submission.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, small business set-asides, service contract labor standards, and payment by electronic funds transfer (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for the removal of legacy low-voltage cabling from Building 3400 at Headquarters (HQ) United States Military Entrance Processing Command (USMEPCOM). The goal is to eliminate safety risks, improve accessibility, and reduce fire load concerns associated with abandoned and potentially energized cabling.

• Identify active versus inactive low-voltage cabling to prevent disruption to operational systems.

• Safely de-energize any identified non-operational but energized cables using Lockout/Tagout (LOTO) procedures.

• Remove all unused and abandoned low-voltage cabling throughout the facility.

• Ensure remaining cabling is safe, accessible, and does not obstruct facility operations.

• Work is limited to safety-focused execution, including basic cable identification, de-energization, removal, minimal cleanup, and proper disposal.

• No system reconfiguration, cable management, or documentation is required.

• Work shall be performed using ladder-based access only.

• Cable Identification: 100% compliance; zero disruption to active circuits.

• De-Energization: 100% compliance; zero energized abandoned cables remain.

• Cable Removal: 100% compliance; all identified abandoned low-voltage cabling accepted by the COR for removal shall be removed.

• Cleanup and Safety: 100% compliance; zero safety hazards.

• Disposal Compliance: 100% compliance with EPA, state, and local regulations.

• Quality Control: Contractor shall develop and maintain an effective quality control program, submitting a comprehensive QCP within 30 days of contract award.
