Purpose
The USMMA requires a contractor to provide all labor, material, transportation, tools, equipment, and supervision for painting services at the Eldridge Pool. The objective is to patch, repair, and paint pool surfaces and stonework, ensuring compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
Scope of Work
Services include, but are not limited to:
- Patching and repairing pool surfaces and stonework.
- Cleaning and removing debris from the pool area.
- Scraping and patching peeling and spalled concrete areas.
- Resetting or repairing stones around the pool edge.
- Painting the pool surface (approximately 5000 sq ft) with Insl-X, Waterborne Semi-Gloss Swimming Pool Paint, WR-1023, Ocean Blue, or equivalent.
- Painting lane lines (approximately 500 sq ft) with Insl-X, Waterborne Semi-Gloss, Swimming Pool Paint, WR-1020, Black, or equivalent.
Contract Details
- Type: Single, Firm Fixed-Price Award (Purchase Order), IAW FAR Part 12.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5). Offers from non-small businesses will be rejected. The associated NAICS code is 238320 (Painting Contractors) with a $19 Million size standard. The PSC is J078.
- Place of Performance: Eldridge Pool, U.S. Merchant Marine Academy, 300 Steamboat Road, Kings Point, N.Y. 11024.
- Period of Performance: Work must be completed prior to Memorial Weekend after the Notice to Proceed (NTP) is approved. Work is to be performed during normal business hours (0700-1630), Monday through Friday, unless otherwise approved.
- Special Requirements: Contractor must provide all necessary resources. A one-year warranty on materials, labor, and equipment is required. Work must conform to federal, state, and local regulations and safety standards. Contractors must minimize impact to Academy operations and maintain communication with the COR.
Evaluation Criteria
Award will be made to the responsible offeror with the Lowest Price Technically Acceptable (LPTA) quote. Evaluation will be based on:
- Technical Requirement: Acceptable/Unacceptable, assessing if the quote meets solicitation requirements with low risk.
- Past Performance: Offerors must provide one example of similar size, scope, and complexity within the last three years, including contract details and point of contact. Offerors without CPARS information will be rated as neutral.
- Price: Total Price will be evaluated to determine the lowest price among technically acceptable offers. Offerors are requested to provide discounts off normal marketplace pricing.
