    • Volume 2: Signed SF-1449 form with pricing filled in for CLINS and Clause USMS-0004 completed.

Evaluation

Award will be based on Lowest Price Technically Acceptable (LPTA). Offers will first be evaluated for technical acceptability, then for the lowest price. Technical substitutions are not allowed. The Government seeks additional discounts.
