Submission & Evaluation

Offerors must submit two volumes:

  • Volume 1: Quote on company letterhead, including company name, logo, address, Point of Contact, contact information, and CAGE Code.
  • Volume 2: Signed SF-1449 form with pricing filled in for all CLINs and completed Clause USMS-0004.

All prospective offerors must be registered with a Commercial and Government Entity (CAGE) code and registered in the System for Award Management (SAM) at https://www.sam.gov. The Government seeks additional discounts.

Evaluation will be based on Lowest Priced Technically Acceptable (LPTA) criteria. Offers will first be evaluated for technical acceptability, and then the lowest priced technically acceptable offer will be selected. Non-responsive proposals will not be evaluated.
