Scope of Work
The RFI seeks information related to the administration and management of a nationwide respite care program for active-duty Navy Sponsors enrolled in EFMP with eligible children and/or adult EFMs residing in the U.S. Key areas include:
- Program Administration: Managing the EFMP Respite Care Program, operating a public-facing website, and managing waitlists and provider referrals.
- Eligibility & Enrollment: Verifying Sponsor eligibility and providing free respite care based on the EFM's Level of Need (LON).
- Provider Network Management: Recruiting, training, and managing a nationwide network of qualified respite care providers. Providers must meet strict qualifications including age, education, certifications (CPR/First Aid), annual abuse prevention training, comprehensive background checks (FBI, state criminal, child abuse/neglect, sex offender registry), and liability insurance.
- Services Provided: Personal Care Support (ADLs), Health Monitoring, Light Meal Preparation (for EFM only), Light Housekeeping (EFM areas only), and Laundry (EFM soiled items only). Services are strictly for the EFM's direct care and support.
- Reporting & Deliverables: Managing payments, maintaining records, and providing various reports (Monthly Summary, Payment Data, Annual EFMP Respite Care, Annual Operational Guidance).
- Security & Compliance: Adhering to DoW security regulations, Privacy Act of 1974, safeguarding sensitive information, and ensuring Section 508 compliance for IT.
