Justification for Sole Source

This document justifies soliciting a sole source contract for the renewal of the Momentus Enterprise software for the United States Naval Academy (USNA). The software is essential for managing venue reservations and event scheduling for over 300 spaces, serving approximately 7600 users.

• Renewal of "Momentus Enterprise Core" software.

• Includes: Momentus Event Management, report builder, unlimited professional and express users, Single Sign On (SSO), Basic APIs, EBMS Calendar of Events, Crystal Reports User.

• Also includes: Booking Bundle (Online Space Booking, Outlook Calendar Integration, Account Management Portal, Online event ordering) and Momentus Connected APIs.

• The system must be compatible in form, fit, and function with existing USNA systems.

• Period of Performance: Base year 01 May 2026 - 30 April 2027.

• The original manufacturer is Momentus Technologies LLC.

Not applicable, as this is a sole source justification.

This is a sole source justification, precluding full and open competition.

• USNA has utilized Momentus Enterprise software for over 6 years.
• The software is critical for academic, athletic, religious, and other event scheduling, and for generating the "Plan of the Day" report.
• The justification is based on the exclusive ability of Momentus Technologies LLC to provide the required software and its compatibility with existing systems.

Statement of Work (SOW) / Performance Work Statement (PWS)

To renew the licensing and maintenance for the Momentus venue and event management software, which has been in use for over five years. This system is critical for managing reservations for over 300 spaces across the USNA campus and the Naval Academy Preparatory School (NAPS).

• Provide services for the renewal period: May 1, 2026, to April 30, 2027.

• Deliver and implement all available software upgrades and security patches.

• Ensure the software remains current and secure against vulnerabilities.

• Notify the client of any critical updates or security patches requiring immediate action.

• Maintain all current features of the Momentus Enterprise Core Software, including continued access to the Momentus platform (110 & OSB) for authorized users.

• Maintain software functionality and availability.

• Provide troubleshooting for access issues.

• Conduct scheduled customer success team check-ins (at least quarterly).

• Provide technical support during standard business hours for all software-related issues (access, errors, functionality).

• Offer remote support and troubleshooting for existing custom Crystal Reports.

• Provide guidance on maintaining compatibility of custom reports with software upgrades.

• Renewed software licenses and access credentials.

• Delivery and implementation of software upgrades and security patches.

• Scheduled customer success team check-in meetings.
