Justification and Approval (J&A)

This document provides the justification for using other than full and open competition for a firm-fixed-price contract. The action is to procure Original Equipment Manufacturer (OEM) material for Eaton Corporation to support the USNS HENRY J. KAISER (T-AO 187).

  • QTY 1, EATON 500 MOTOR CONTROLLER P/N: ECS9568CAP-C34CAA47C15C21
  • QTY 7, EATON 400 MOTOR CONTROLLER P/N: ECS9558CAL-C34CAA47C15C21

• These controllers are for installation during the FY 27 Regular Overhaul and Dry Dock (ROH/DD) ship repair.

• Contract type: Firm-fixed-price.

• The acquisition is being conducted under Simplified Acquisition Procedures (SAP) for services greater than the Simplified Acquisition Threshold (SAT) but not exceeding $7.0 million.

• The government intends to issue a synopsis/solicitation on www.sam.gov.

• The Contracting Officer has determined the anticipated cost will be fair and reasonable.

• This justification is for other than full and open competition.

Sources Sought Notice

This notice is for market research purposes only to identify eligible small businesses capable of providing specific Eaton Corporation brand Motor Controllers for use onboard the USNS HENRY J KAISER (T-AO 187). This is NOT a solicitation or request for proposals, and no contract will be awarded from this notice. The Motor Controllers are associated with Cargo Pumps and will be delivered to MSC SSU BATS Warehouse, 9284 Balboa Ave., San Diego, CA 92123.

• Estimated issue date of solicitation: On/about February 20, 2026.

• Anticipated contract award: On or about March 16, 2026.

• All Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone, and Certified 8(a) Small Businesses are encouraged to respond.

• The Government will determine if a small business set-aside acquisition is in the Government's best interest.

• Interested small businesses should submit a brief capabilities package.

• The package should include:

  • Company Profile (number of employees, office location(s), UEI, CAGE Code, small business designation/status)
  • Facility where work will be performed
  • Partnership agreements with any large businesses

• Submission of a capabilities statement is not a prerequisite for future offerings but will assist in tailoring requirements.
