Justification for Sole Source
The Government's intent to award to Electronic Marine Systems, Inc. is justified because EMS is the Original Equipment Manufacturer (OEM) for the T-AO 187 Class vessels' Cargo Control System. This system is ABS Type Approved. Furthermore, standardization requirements per COMSCINST 4790.3 dictate that only this specified make/model will satisfy the Government's needs for additional units or replacement items for T-AO 187 Class ships. The acquisition is under the simplified acquisition threshold, as detailed in a "Memorandum for the Record" dated March 17, 2026.
