Solicitation / RFP / RFQ

This solicitation is for the procurement of six (6) Automatic Transfer Switches, Part Number: D03ATSA30104NGXH, manufactured by AUTOMATIC SWITCH COMPANY. The government is procuring these items to support the USNS LUCY STONE. The acquisition is being conducted as an unrestricted small business set-aside.

• Six (6) Automatic Transfer Switches.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent for the items, as per DFARS 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Date: On or Before 01 Jul 2026.

• FOB Destination.

• Offerors must submit a price quote identifying the requested item(s), unit price, and extended price. The quote must include total firm fixed price, any discount terms, and estimated time of delivery.

• For parts procurement, the quote must contain a description including part number and title for each item to allow the Government to verify that the quoted parts match the requirements.

• Quotes must be submitted via email to the contracting officer and contract specialist listed in block 9 of the SF1449, in either Adobe or Microsoft Office format.

• Evaluation will be based on the lowest priced technically acceptable quoter.

• Technical evaluation requires that quoted parts meet solicitation requirements, including delivery dates and part numbers.

• Price evaluation will assess reasonableness.

• Past performance will be evaluated using CPARS, with consideration for recent and relevant contracts.

• This acquisition is a small business set-aside.

• Offerors' standard commercial terms and conditions may be considered a material defect and may lead to rejection of the quote.

• Duty-free entry is required for this material into the US. Contractors must initiate the request via the PIEE Transportation module.

• Packaging and marking must comply with DODMANUAL 4140.01, VOLUME 9, and MIL-STD-2073-1(series) or ASTM D3951(series).

• Specific marking requirements include "MARK FOR: USNS LUCY STONE (T-AO 209)".

• Shipments for multiple vessels must be delivered in separate boxes/crates/containers for each vessel.
