This solicitation is for the repair and maintenance of the USNS SALVOR (T-ARS 52) vessel, referred to as Mid-Term Availability (MTA). The work package is detailed in MSC Specification SSU 27-004.

• Repair and maintenance of the USNS SALVOR (T-ARS 52).

• Work items are detailed in MSC Specification SSU 27-004.

• Includes various ship repair labor and material handling rates for growth, new work, and time and materials (T&M).

• Specific labor functions include abrasive cleaning/blasting, welding, carpentry, electrical work, pipefitting, rigging, and more.

• Support functions include testing, quality assurance, supervision, security, and program management.

• Consumable and physical materials are addressed.

• Higher-Level Contract Quality Requirement (ABS standards).

• Critical Safety Items are designated and require heightened quality assurance surveillance.

• Item Unique Identification and Valuation requirements apply.

• Hazardous Material Identification and Safety Data submission is required.

• Period of Performance: April 21, 2027 – June 19, 2027 (Base), with an option period from June 20, 2027 – July 4, 2027.

• Place of Performance: U.S. 7th Fleet Area of Responsibility (AOR), excluding India.

• Contract Type: Hybrid Firm-Fixed-Price (FFP) with Time and Materials (T&M) CLINs.

• Proposal Due Date: July 20, 2026, at 10:00 AM Singapore Time.

• Proposals must be submitted electronically via email or DoD SAFE.

• Proposals must be valid for at least 180 calendar days.

• Evaluation will be based on Lowest Total Price and Technical factors.

• Technical Factor 1: Understanding the Work Package (TPSN, Problem Areas, Engineering, Material Availability, Material Control and Storage, Heavy Weather Plans, Fire and Flooding Protection Plans).

• Technical Factor 2: Ability to Perform the WI Package (Man-hour Chart, Growth Absorption, Facilities, Berth/Approach/Mooring, Certifications).

• Technical Factor 3: Management Control and Quality Assurance (Organization/Personnel, Subcontractor Participation, Quality Control Plan, Hazardous Waste Management Plan).

• Past Performance will be evaluated on an Acceptable/Unacceptable basis.

• If offers from two or more responsible U.S. small businesses are competitive in price, quality, and delivery, offers from other than small businesses will not be considered for award (Total Small Business Set-Aside).

• References in Work Items will be provided via DoD SAFE.

• Conditional provisions and clauses apply based on location of performance (e.g., Japan, Korea).

• Specific tax exemptions apply for Japan and Korea.

• Liquidated damages will be established at award based on per diem rates.
