Evaluation
Award will be based on Lowest Total Price and Technical factors. Technical factors include: (1) Understanding the Work Package (TPSN, Problem Areas, Engineering, Material Availability, Material Control and Storage, Heavy Weather Plans, Fire and Flooding Protection Plans); (2) Ability to Perform the WI Package (Man-hour Chart, Growth Absorption, Facilities, Berth/Approach/Mooring, Certifications); and (3) Management Control and Quality Assurance (Organization/Personnel, Subcontractor Participation, Quality Control Plan, Hazardous Waste Management Plan). Past Performance will be evaluated on an Acceptable/Unacceptable basis.
