Rationale for Sole Source
Rolls-Royce is the sole source Original Equipment Manufacturer (OEM) for the MTU Model 20V8000M71L main propulsion diesel engines used on the Expeditionary Fast Transport (EPF) Class ships. All associated systems are specifically designed for these engines. Procuring parts from non-OEM sources would require a multi-year re-design, leading to unacceptable costs and risks, and would compromise class configuration, interchangeability, mission success, and personnel safety. Use of MTU MPDE components ensures fit, form, and function, maintaining required reliability and effectiveness as per ABS and SOLAS regulations. Rolls-Royce possesses proprietary manufacturing and technical information not available to the government for evaluating non-OEM components.
Actions to Remove Barriers to Future Competition
MSC currently has no plans to allow non-OEM suppliers for these specific supplies in future contracts or purchase orders. Future feasibility will be assessed if potential sources emerge.
