This is a presolicitation synopsis for the USNS WILLIAM MCLEAN (T-AKE 12) Regular Overhaul/Dry Docking Availability. The Military Sealift Command (MSC) Norfolk has a requirement for these services.

The work package includes approximately 158 work items. A sample of these items includes:

• General Services for Ship

• Shipboard Access and Security

• Cleaning and Gas Freeing of Tanks, Voids, Cofferdams, and Spaces

• Miscellaneous ABS Hits

• ABS Special Survey - Tank Inspection (5 Year)

• Flight Deck Preservation (3 Year)

• SW Ballast Tank Preservation (10 Year)

• Deckhouse Preservation

• Period of Performance: 90 days commencing on or about 27 July 2026.

• Place of Performance: Contractor's facility on the East and Gulf Coast.

• Procedures: FAR Part 15.

• Anticipated Award Date: 28 May 2026.

• The solicitation will be available on SAM.gov on or about 21 January 2026.

• Closing Response Date: To Be Determined (TBD).

• This procurement is a 100% Total Small Business Set-Aside, based on market research indicating an expectation of receiving quotes from two or more small businesses.

This document is a Use and Non-Disclosure Agreement (NDA) for Government Technical Data. It outlines the terms and conditions under which an Offeror will be granted access to technical data related to USNS WILLIAM MCLEAN (T-AKE 12).

• Offeror's Agreement: The Offeror agrees to use the data solely for proposal preparation in response to solicitation N3220526R0019 and for performance if awarded the contract.
• Restrictions: The Offeror must comply with dissemination restrictions, export controls, and establish organizational controls to limit access to authorized representatives.
• Prohibitions: The Offeror shall not copy, release, reproduce, distribute, or make the data available to unauthorized individuals.
• Subcontractors: If subcontractors are used, their names and contact information for a corporate principal must be provided. These subcontractors must also execute a similar flow-down NDA.
• Return or Destruction: The Offeror must return or destroy all data and copies upon notice of award to another entity or upon completion of the work, and certify destruction in writing if applicable.
• Liability: The Offeror is responsible for unauthorized disclosures and must reimburse the Government for any costs or damages incurred.

This NDA is a mandatory requirement for any Offeror intending to access sensitive technical data for solicitation N3220526R0019. Bidders must understand and agree to these terms to be eligible for proposal submission and contract performance. Failure to comply can result in significant liability. The Offeror must identify their legal name, Cage Code, and provide contact information. Additionally, details for any subcontractors requiring access must be included.
