Evaluation Factors
Award will be made to the responsible offeror whose quotation is most advantageous to the Government, based on a best value tradeoff source selection. Technical and past performance, when combined, are considered equal to price.
- Factor 1: Technical Capability: Proposals will be evaluated on an "acceptable" or "unacceptable" basis. Offerors must clearly demonstrate the ability to meet all Statement of Work requirements, including providing product data sheets or descriptive literature verifying the specified 120-135 feet vertical reach. Failure to meet any SOW requirement will result in an "unacceptable" rating.
- Factor 2: Price: The proposed total price will be evaluated for fairness and reasonableness through a price analysis.
Submission Requirements
Quotations must be submitted electronically. The technical proposal must demonstrate SOW compliance and include product data sheets. The price proposal must be a single, all-inclusive firm-fixed-price covering all equipment, delivery, retrieval, fuel, and support services for the entire performance period. Offers must remain valid for a minimum of 60 days. Small business joint ventures must be SAM registered and submit relevant representations.
