This is a combined synopsis/solicitation for commercial products and services, issued as a Request for Quotation (RFQ) for a quarterly bread requirement for the U.S. Penitentiary Canaan. Offers are being requested, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns.

• Procurement of various types of bread, including:

  • Wheat Bread Loafs in Slices (22,000 usable slices)
  • Hamburger Buns (5,580 each)
  • Hotdog Buns (2,520 each)

• Bread must be delivered on plastic re-usable bread racks.

• Deliveries are scheduled for April 1st, 2026, through June 30th, 2026, between 6:30 AM and 1:00 PM on specific dates.

• Bread must be delivered within 48 hours after baking.

• Contract type: Firm-Fixed Price (FFP) Purchase Order for awards over $15,000, or FFP Government Purchase Card transaction for awards under $15,000.

• Period of Performance: Delivery schedule from April 1, 2026, to June 30, 2026.

• NAICS Code: 311812, with a small business size standard of 1000 employees.

• Submission Deadline: Quotes must be returned no later than 4:00 p.m. Eastern Standard Time on February 27, 2026.

• Submission Method: Quotes must be submitted via email to Joseph Kozuch (jkozuch@bop.gov) and Christopher Ficken (cficken@bop.gov). No fax, hand-delivered, or mail-in quotes will be accepted.

• Quote Validity: Quotes must be good for 30 calendar days after the close of the solicitation.

• Evaluation Criteria: Awards will be made to the responsible Quoter whose quote conforms to requirements and provides the best value, considering:

  • Price (fair and reasonable)
  • Past Performance (Go/No-Go basis, evaluated on timeliness of deliveries and order accuracy/completeness).

• This acquisition is set-aside for small business concerns.
