This is a combined synopsis/solicitation for commercial products and services for the U.S. Penitentiary Canaan's 3rd Quarter FY26 subsistence requirement. It serves as the only solicitation, and no separate written solicitation will be issued. The acquisition is set aside for small business concerns.

• The solicitation details a comprehensive list of subsistence items required, including various food products (e.g., margarine, beverages, coffee, meats, vegetables, fruits, spices, grains, dairy, baked goods, etc.) and cleaning supplies (e.g., scrubber pads, wipers).

• Delivery will be Freight on Board (FOB).

• Offers are requested via quotation (RFQ) number 15B21526Q00000005.

• The submission deadline is February 27, 2026, by 4:00 p.m. Eastern Standard Time.

• Quotes must be submitted electronically via email to Joseph Kozuch (jkozuch@bop.gov) and Christopher Ficken (cficken@bop.gov). No fax, hand-delivered, or mail-in quotes will be accepted.

• Quotes must be valid for 30 calendar days after the solicitation close date.

• The Government anticipates making MULTIPLE awards based on pricing per line item.

• Evaluation will be based on the following factors:

  1. Price (fair and reasonable)
  2. Past Performance (Go/No-Go evaluation based on timeliness of deliveries and order accuracy/completeness)

• Award will be made to the responsible Quoter(s) whose quote conforms to requirements and provides the best value to the Government.
