Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the replacement of two institutional cooling towers at USP Lee County, a high-security penitentiary housing approximately 1536 inmates and a low-security satellite prison camp.

• The contractor will provide all labor, parts, delivery, removal, disposal, installation, startup, and training for the replacement of the two existing cooling towers.

• General cleanliness and order must be maintained, with the work area left clean, neat, and orderly at the end of each workday and upon project completion.

• Work hours are Monday - Friday, 7:30 AM – 3:00 PM, excluding weekends and federal holidays. Alternate work hours require written request to the COR.

• Site access is available during normal working hours, except during emergencies.

• The contractor must provide proof of licenses, insurances, and bonds before work commencement.

• Minimum of three years of documented experience on similar projects is required.

• All installers/technicians must be manufacturer-qualified and certified.

• Compliance with seismic zone requirements, environmental regulations, Life Safety, NFPA, ADA-ABA, and Federal, State, and Local codes is mandatory.

• Materials and services must be consistent with current industry standards and recognized by Underwriters Laboratories (UL).

• The contractor is responsible for obtaining all necessary permits.

• Hazardous materials handling and disposal must comply with applicable regulations (29 CFR 1926/1910 and 40 CFR 761).

• The contractor assumes full responsibility for health and safety compliance.

• A Pre-Construction Meeting and monthly Progress Meetings are required.

• Written submittals for recommended equipment are due within 15 days of the Notice to Proceed.

• Security clearance paperwork is due 30 working days prior to work start.

• Safety Data Sheets (SDS) for all materials must be provided.

• Extension cords must be in good condition with no broken insulation and secured in a locked gang box.

• Ladders must be stored securely.

• Basic utility services (electric, water, restroom) will be provided by the institution.

• Contractors and workers must comply with Homeland Security Presidential Directive 12 (HSPD-12) and undergo background checks.

• No contact with inmates is permitted.

• Vehicle and pedestrian traffic are subject to search.

• Cell phones, cameras, and two-way pagers are prohibited.

• Contractors must wear appropriate clothing; shorts, green, camouflage, or khaki are not allowed.

• Personal Protective Equipment (PPE) must be worn at all times.

• Fall protection procedures must be followed.

• Lock-out/Tag-out procedures must be followed, requiring both contractor and FBOP locks.

• The contractor must submit written certification of work completion and provide ten (10) workdays advance notice for final inspection.

• The contractor must complete all closeout submittals, including GSA Form 1142, upon acceptance of work.

• Upon acceptance, the contractor submits the final application for payment.
