Quick Summary
The Federal Bureau of Prisons (BOP), under the Department of Justice, has issued a Justification for Other Than Full and Open Competition (JOFOC) for Comprehensive Medical Services at the United States Penitentiary (USP) McCreary in Pine Knot, Kentucky. This JOFOC supports an interim, sole-source contract to ensure uninterrupted medical care for inmates from July 1, 2025, through July 31, 2025, with an estimated cost of $500,000.00.
Purpose & Justification
The purpose of this JOFOC is to justify the award of a non-competitive contract to Seven Corners, Inc., the incumbent provider. The BOP determined that Seven Corners, Inc. is the only responsible source capable of providing these critical services without interruption. Market research indicated that other potential vendors would require significant lead times for proposal submission, security clearances, and service commencement, which would cause a lapse in essential medical services. This action is authorized under FAR DEVIATION 6.103-1, allowing for an award to an "Only One Responsible Source."
Scope of Services
The required services include the continuation of community and institution-based comprehensive medical care. This encompasses both inpatient and outpatient facility and physician services, covering a range of specialties such as Dermatology, ENT, General Surgery, Neurology, Orthopedics, Psychology, Urology, and Optometry. The interim contract is vital to maintain continuous medical services for the inmate population.
Contract Details
This interim contract will be structured using monthly firm-fixed-unit-price purchase orders. The estimated total cost for the one-month period is $500,000.00. The Contracting Officer has determined this cost to be fair and reasonable based on current market trends and historical pricing.
Future Plans
The BOP is actively pursuing a new, competitively awarded indefinite delivery/requirements contract with Firm Fixed Unit Pricing for long-term Comprehensive Medical Services. This JOFOC addresses the immediate need to bridge the gap until that competitive award is finalized.
