Scope of Work
Selected individuals will perform a range of EEO services, including:
- Investigator Services: Conducting investigations of discrimination complaints, management-initiated harassment allegations, and compensatory damages claims, including developing investigative plans and preparing comprehensive Reports of Investigation (ROI).
- Final Agency Decision (FAD) Services: Preparing FADs on the merits of discrimination complaints and/or entitlement to compensatory damages.
- Counseling and Mediation Services: Conducting EEO counseling to advise individuals of their rights and facilitate early resolution, and performing mediations to help parties reach mutually acceptable resolutions. All services must adhere to EEOC MD-110 and USPS-specific requirements, with strict timeliness standards for deliverables (e.g., draft ROI within 45 days, final ROI within 70 days).
Contract Details & Eligibility
- Contract Type: Ordering Agreement (OAG) for individual contractors.
- Eligibility: This solicitation is exclusively for individuals; businesses or sub-contracting are not permitted. Applicants must have a minimum of two years of EEO experience.
- Place of Performance: 100% telework, requiring strong internet and phone connections.
- Compensation: Based on a per-case fee structure (Attachment 2). Offerors will not submit price proposals.
- Special Requirements: Successful applicants must attend a mandatory 1.5-week online EEO Investigator Skills Class (USPS covers class fees, but not indirect costs) and obtain a sensitive security clearance (applicant pays for drug testing and fingerprinting). U.S. citizenship or permanent resident alien status is required.
Evaluation Factors
Proposals will be evaluated based on:
- Technical & Supplier Capability (Provision 4-2): Assesses understanding of the SOW, required equipment (Windows 10+, Microsoft Office 2010+, Adobe Acrobat Professional, internet, scanner, dedicated phone), proficiency in MS Word and Adobe, knowledge of federal EEO statutes/regulations, organizational skills, and ability to meet timelines.
