USPS Solicitation Request for Information - Government Mail Irradiation

This document is a Request for Information (RFI) issued by the U.S. Postal Service (USPS) for planning purposes. The USPS is seeking market information regarding Government Mail Irradiation Services to support a potential upgrade or replacement of their Singulate Scan Induction Unit (SSIU). The goal is to verify the reasonableness and feasibility of program objectives and to promote competition. This RFI is not a commitment to award a contract or pay for information submitted.

Respondents are required to provide a written technical response addressing how they can meet the System Objectives/Goals outlined in the Statement of Objectives (SOO), including:

• Supplying personnel, supplies, and equipment for irradiation services.
• Achieving a minimum dose of 53 kilograys (kGy) for Mail Product.
• Maintaining a single, primary irradiation facility for standard processing.
• Processing all deliveries within the same day of receipt.
• Handling an average of 1,100 lbs of Mail Product per day.
• Inspecting inbound shipments for unsealed containers.
• Developing and tracking performance metrics.
• Maintaining processing equipment and a Quality Management System (QMS).
• Providing supplier information, history, and experience.
• Demonstrating financial capability.
• Submitting an estimated cost proposal and timeline.
• Providing a written report with recommendations for upgrade/replacement options.

This is an RFI, not an intent to award a contract. Information gathered will be used for internal business case evaluation and to determine the viability of future procurement opportunities.

• The USPS prefers X-Ray processing with a pallet-fed conveying system to mitigate damage and increase efficiency.
• All questions received will be consolidated with USPS responses and provided as an amendment to the RFI; no individual responses will be given.
• Information submitted will be used internally and not disclosed publicly unless already in the public domain.

Statement of Objectives (SOO)

To procure irradiation treatment services for "Government Mail" (letters, flats, and parcels) destined for government agency addresses. The goal is to effectively sanitize mail without generating residual radioactivity.

• Provide irradiation treatment services for Mail Product.

• Handle and process sealed containers of Mail Product, not the Mail Product directly.

• Utilize X-Ray processing (preferred, minimum 5MeV) or a combination of E-Beam (minimum 10MeV) and X-Ray (minimum 5MeV) systems.

• Achieve a minimum dose of 53 kilograys (kGy) for each processing run.

• Include dosimeters for measurement and provide a Certificate of Irradiation with run-specific data.

• Maintain a single primary irradiation facility and potentially one or more alternate facilities.

• Process Mail Product daily, with same-day turnaround.

• Manage inbound inspection for unsealed containers.

• Develop and track performance metrics (efficiency, uptime, turnaround time, damage).

• Maintain a notification/reporting process for incidents and damage.

• Maintain processing equipment and conduct regular preventative maintenance.

• Maintain a Quality Management System (QMS).

• Minimum dose of 53 kGy.

• Daily processing with same-day turnaround.

• Performance metrics to be developed and tracked monthly.

• Period of Performance (PoP) not specified, but daily processing is expected.

• Service locations must be within reasonable driving distance of The Government Mail Facility (Zip Code 20018) and approved by USPS and USPIS.

• Mail Product containers must meet specific weight and dimension requirements depending on the processing technology (pallet-fed X-Ray, other X-Ray systems, or E-Beam overshippers).

• Facilities must be permitted and licensed by applicable governing bodies.

• Ad hoc testing may be required.

• USPS may audit the supplier's QMS annually.
