Scope of Work

Respondents should detail their capability to provide irradiation treatment services for Mail Product, specifically handling sealed containers. Key requirements include:

  • Utilizing X-Ray processing (preferred, minimum 5MeV) or a combination of E-Beam (minimum 10MeV) and X-Ray (minimum 5MeV).
  • Achieving a minimum dose of 53 kilograys (kGy) per processing run.
  • Maintaining a single primary irradiation facility, with potential alternate facilities.
  • Processing Mail Product daily with same-day turnaround.
  • Handling an average of 1,100 lbs of Mail Product per day.
  • Managing inbound inspection for unsealed containers.
  • Developing and tracking performance metrics (efficiency, uptime, turnaround time, damage).
  • Maintaining processing equipment, conducting preventative maintenance, and operating a Quality Management System (QMS).
  • Service locations must be within reasonable driving distance of The Government Mail Facility (Zip Code 20018) and approved by USPS and USPIS.

Submission Requirements

Respondents must provide a written technical response addressing how they can meet the System Objectives/Goals outlined in the Statement of Objectives (SOO). This includes:

  • Supplier information, history, and experience.
  • Demonstration of financial capability.
  • An estimated cost proposal and timeline.
  • A written report with recommendations for upgrade/replacement options.
