Quick Summary
The U.S. Patent and Trademark Office (USPTO) is conducting market research through a Sources Sought (RFI) to identify potential vendors capable of providing expert-level reclassification services for patent documents using the Cooperative Patent Classification (CPC) system. This effort supports the USPTO's mission of examining, granting, and disseminating patents and trademarks. Responses are due by July 7, 2026, at 3:00 PM ET.
Purpose & Scope
The USPTO seeks to obtain full "expert" level reclassification in CPC of patent documents. This RFI is for market research purposes only and does not constitute a solicitation or commitment to award a contract. The anticipated scope of work involves reclassifying published documents affected by scheme revisions or other reclassification needs, including non-English documents. Contractors will assign invention information classifications, provide textual rationale (up to 150 words) for each CPC allocation, manage projects, and attend status meetings.
Key Requirements & Performance
Vendors must demonstrate an understanding and ability to apply CPC classification rules, including adapting to regular scheme revisions within four weeks of receipt. Expert classification requires identifying and classifying potentially novel and unobvious subject matter, subcombinations, and unclaimed subject matter. Performance standards include strict timeliness, with disincentives for late deliverables, and a maximum acceptable error rate of 10% per batch. Work will be performed at the contractor's site.
Submission & Evaluation
Responses must be submitted via email to Christina.Cassan@uspto.gov and Jennifer.Hudson@uspto.gov by July 7, 2026, 3:00 PM ET. Submissions should not exceed five pages and must include: Vendor Name/Address, Point of Contact, Website, Client Base (including Federal customers), Capability Statement, Unique Entity ID (UEI), socio-economic designation, and business size under NAICS 541990. Vendors must also answer four specific questions regarding their CPC knowledge, reclassification process, expert-level approach, and justification methods. The USPTO may meet with potential offerors for further clarification.
