• Base Access Pass Pickup: Base access can be granted on the day of the visit, with the Visitor Center opening at 0600. Processing the SECNAV 5512/1 form ahead of time is recommended to expedite the process. If the form is not processed in time, it should not cause significant delay for the start of the day. Vendors are advised to arrive the evening before to get settled, especially if their form is not processed. Communication will be provided regarding the status of form processing.
• Existing Base Access: Vendors who already have base access do not need to fill out the SECNAV 5512/1 form. They should proceed directly to register for the industry day and attend the briefing.

• Form SECNAV 5512/1 Completion: Leave the "Base Sponsor" box blank; it will be filled by the government. Use electronic signatures if possible, otherwise sign by hand and scan.
• Required Attachments: Attach a copy of your Real ID Act Compliant ID to the Form. If the ID cannot be attached to the same document, send it as a separate PDF named "Real ID Act Compliant ID – LASTNAME FIRSTNAME".
• Email Submission: The Form + ID copy can be emailed to Spencer Melillo with Jason Pratt on the CC line. Name the document "SECNAV 5512 - LASTNAME FIRSTNAME".
• Visitor Access: Non-permanent personnel must submit visitor requests in person or by phone at the Pearl Harbor Pass & ID Office (hours: Mon-Fri, 6 a.m. to 3:30 p.m., with extended hours on the 3rd Thursday; JBPHH Wahiawa Annex office hours also provided).
• Identification Requirements: A valid Real ID or Real ID Act compliant identification is required for all packet requests, submissions, DBIDS processing, and pass pickups. Documents must be original, current, unexpired, and free from markings like "Not Valid for Federal Purposes." Effective May 6, 2025, only REAL ID Act compliant driver's licenses and ID cards are authorized for base access.
• New Requirement for Sponsors: For Form 5512 (Background Proofing) submittals, a copy of REAL ID Act compliant identification MUST be attached. Contractors/visitors MUST present themselves in person when picking up DBIDS cards.
