Justification for Sole Source
NAVSEA's intent to modify is based on a determination that Walashek Industrial & Marine, Inc. is the only responsible source capable of fulfilling the requirement, citing 10 U.S.C. 3204(a)(1). A previous Justification and Approval (J&A) for similar work on USS IWO JIMA and USS BOXER highlighted:
- The critical need for continuous deployment of Amphibious Ready Groups (ARGs).
- The significant impact of steam plant maintenance on availability durations and schedules.
- The shrinking pool of contractors with expertise in Navy steam plants.
- Walashek's specialized knowledge, technical expertise, and proven experience over seven years in LHD-1 class ship boiler inspections, maintenance, repairs, and overhauls. Market research, including a sources sought notice and intent to sole source, yielded no other qualified responses.
