This solicitation is for the procurement of steam valves for the USS FRANK CABLE. The specific requirements are detailed in the attached "Steam Valve Salients - AS 2024.04.26" specification.

• Four (4) units each of the following valve types:

  • CL600, BW GLOBE, WCB TRIM 5, HANDWHEEL OP
  • CL600, BW ANGLE GLOBE, WC6 TRIM 5, W/MOUNTING PAD AND ACTUATOR
  • CL600, BW STOPCHECK, WCB TRIM 5, W/MOUNTING PAD AND ACTUATOR

• Items require DoD unique identification or a DoD recognized unique identification equivalent, as per DFARS 252.211-7003.

• Packaging and marking must comply with MIL-STD-2073-1(series) or ASTM D3951(series) and MIL-STD 129R(series).

• Contract type: Firm Fixed Price.

• Period of Performance: Delivery is due on or before April 7, 2026.

• Offer Due Date: March 4, 2026, at 01:00 PM.

• Quotes must be submitted via email to the points of contact listed in Block 9 of the SF1449, in Adobe or Microsoft Office format.

• Evaluation Factors:

  • Technical: Quoted parts must meet solicitation requirements, including required parts and delivery dates.
  • Price: Quoted pricing will be evaluated for reasonableness.
  • Past Performance: The government will utilize CPARS for past performance evaluations.

• The government may negotiate with quoters and seek quote revisions.

• Vendor's standard commercial terms and conditions may be considered a material defect and lead to rejection.

• This acquisition is marked as UNRESTRICTED.

• Clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns, is included.

• The solicitation incorporates by reference FAR 52.212-1, 52.212-4, and 52.212-5.

• Payment will be made via Wide Area WorkFlow (WAWF).

• Inspection and Acceptance will be at Destination.
