This announcement is for market research to determine industry capability and interest in performing the FY28 Docking Selected Restricted Availability (DSRA) for the USS MAKIN ISLAND (LHD 8). The availability is anticipated to be from 11/15/2027 to 06/19/2029. This is part of a "Signature Availability" pilot program aimed at early contract award for extended planning and coordination.

• Dry-dock and pier-side maintenance, repair, and alterations for USS MAKIN ISLAND (LHD 8).

• The anticipated contract type will be firm-fixed price.

• The anticipated RFP release date is August 2026.

• The contract award is targeted for A-240.

• Interested parties must submit a notice of interest by 4 PM Local Time, Washington D.C. on 05/18/2026.

• Responses should include company name, CAGE, and SAM Unique Entity Identifier (UEI).

• Companies must indicate interest in solicitation N0002426R4421.

• Specific questions regarding company capabilities, past performance, and approach to the availability must be answered.

• NAVSEA is especially interested in determining small business capability and interest.

• Companies with a current NAVSEA Tier 1 Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) are requested to respond.

• Companies that do not possess these agreements should also respond and indicate if they plan to obtain them.

• This is a sources sought announcement for information purposes only and does not constitute an Invitation for Bid or Request for Proposal.

• No telephone inquiries will be accepted.

• The Government will not pay for any effort expended or material provided in response to this announcement.

• Propulsion Plant: BERP removal/repair, MRG L/O Heaters/Coolers, stern tube seals, CPP blade refurbish.
• Electric Plant: Cableway inspection, circuit breakers, generators.
• Auxiliary Systems: Insulation/lagging, A/C plant compressors, ASW/FM piping, HPACS/LPACS, CHT piping, anchors/chain, fire/flushing pumps, ventilation, SSDG overhaul.
• Outfit and Furnishings: Interior/exterior preservation, stacks, deck covering, non-skid.
• Armament: RSLS, Cargo Weapons Elevators, magazine decking.

Ship Assembly and Support Services:

• Includes temporary services like AC/lodging, hazardous waste control, cableway management, AIT coordination, temporary fire main, announcing system, crew transportation, fire prevention.

Key Maintenance Work Items (Examples):

• Ballast Tank repair, Fuel Oil Service Tank repair, CHT Tanks repair, Potable Water Tanks repair, Anchor/Chain preservation, Propulsion shafting repair, Rudder repair, Ventilation Duct Cleaning/repairs, HPAC/LPAC Compressor repairs, CHT Piping System cleaning, Flight Deck Nonskid replacement.

Key Modernization Work Items (Examples):

• HENL-BENL Habitability upgrades, SSDS, MCS, Capstone, NCD, Electrical Plant, CIWS, MRG Dehumidifier.
