Offerors without an existing agreement may be considered if there is adequate time for the Navy to assess and execute an agreement prior to award. Contractors located outside Japan must demonstrate compliance with DFARS 252.225-7042 as part of their proposal.

Award will be based on the lowest total price among eligible MSRA/ABR holders. Technical acceptability will not be an evaluation factor, as eligibility is tied to holding a current MSRA/ABR. Offerors must quote on all items to be eligible.
