USS NEW ORLEANS (LPD-18) FIRE SEAL AND LOWER SEAL OF HHD BOTTOM PANEL; REPLACE

This document is a Request for Quotation (RFQ) for services related to the USS NEW ORLEANS (LPD-18) vessel. The procurement is for the replacement of the "FIRE SEAL AND LOWER SEAL OF HHD BOTTOM PANEL". The award will be a firm fixed-price job order under an existing Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR).

• Replacement of the fire seal and lower seal of the HHD bottom panel.

• The work is to be accomplished aboard the vessel at Sasebo Naval Base.

• Pricing Arrangement: Firm Fixed Price.

• The contract is expected to be awarded under the Simplified Acquisition Threshold (SAT).

• The period of performance is from July 27, 2026, to October 31, 2026.

• Quotations are due by close of business on June 16, 2026.

• Award will be based on the lowest total price.

• Technical acceptability will not be an evaluation factor as offerors must hold an MSRA/ABR and have been previously evaluated.

• Award is restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region.

• Firms without an MSRA/ABR may be eligible if there is adequate time for assessment and execution of the agreement.

• Offerors must quote on all items to be eligible for award.

• Additional provisions and representations are attached.

• Payment instructions will be processed through the Wide Area WorkFlow (WAWF) system.

• The dollar amounts shown are for administrative purposes and apply FY26 Budget Exchange Rate (JPY150.4415 per USD1.00).

Statement of Work (SOW) / Performance Work Statement (PWS)

This document details the requirements for replacing the fire seal and lower seal of the Helicopter Hangar Door (HHD) bottom panel on the USS NEW ORLEANS (LPD-18).

• Replace one (1) fire seal for the bottom panel of the HHD (PN 1237-332-1).

• Replace two (2) lower seals for the bottom panel of the HHD (PN 1237-330-1).

• Work is to be performed in the Helicopter Hangar (1-114-0-0).

• Tasks include:

  • Removing existing seals.
  • Cleaning exposed parts after disassembly.
  • Inspecting parts for wear and defects.
  • Removing burrs, high spots, corrosion, and foreign matter.
  • Chasing and tapping threaded areas.
  • Replacing missing or defective components.
  • Accomplishing light tight and water hose inspection requirements.
  • Accomplishing requirements for new and disturbed surfaces.

• The work must be performed in accordance with specific references, including Standard Items (FY26), S9588-AN-MMC-010 Rev 5, and other relevant technical manuals.

• A "Light Tight and Water Hose Inspection" is required.

• A "Water Hose Test" for the HHD is detailed, with specific acceptance failure criteria.

• The work is to be performed on the USS NEW ORLEANS (LPD-18) in the Helicopter Hangar.

• Anticipated Award Date: 06/12/2026

• Production Completion Date: 09/07/2026

• POP Start Date: 07/27/2026

• POP End Date: 10/31/2026

• Government Furnished Material (GFM) will be provided for the seals and associated hardware.

• The initial condition notes that the fire seal material may not arrive in time for reassembly while the OEM is present, and replacement of the bottom panel lower seal is recommended under a separate action (38KF158801-A01).

• Safety precautions include compliance with Navy Safety and Occupational Health Manual, extreme caution around operating equipment, verification of power supply deactivation, and use of Tag-Out procedures.

• Specific tools, parts, materials, and test equipment are listed, with some items to be provided by the ship (W'C provide).
