This solicitation is for MCM-9 ASW and MSW piping in MMR, hydroblast, and FOA-waste water generated by hydroblasting, including pump-out services. The award will be restricted to firms possessing a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region. Firms without an existing MSRA/ABR must be able to obtain one before award.

• Pump-out of waste water generated by hydroblasting.

• Work is to be performed aboard the vessel at Sasebo Naval Base.

• Contract type: Firm Fixed Price.

• Period of Performance: July 14, 2026 to October 31, 2026.

• Pricing Arrangement: Firm Fixed Price.

• The contract will be based on Simplified Acquisition Threshold (SAT) clauses.

• Quotations are due by June 18, 2026.

• Evaluation will be based on lowest total price. Technical acceptability is not an evaluation factor as offerors must hold an MSRA/ABR.

• Offerors must quote on all items to be eligible for award.

• Must possess a current U.S. Navy MSRA/ABR in the Japan Region, or be able to execute one before award.

• Contractors located outside Japan must demonstrate compliance with DFARS 252.225-7042.

• Firms without an MSRA/ABR can request an application package from flcy_msra_abr_group@us.navy.mil.

• Payment requests and receiving reports must be submitted through the Wide Area WorkFlow (WAWF) system.

• Applicable taxes and duties are excluded from the contract price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To pump out waste water generated by hydroblasting operations from specific locations on the USS PIONEER.

• Pump out waste water from the Main Machinery Room (3-63-0-E) and the MCM-9 USS PIONEER Pier Side.

• The waste water is generated by hydroblast work of Sea Water Piping and from Water Jet Machines.

• Periodic walkthroughs of piping, hoses, and valve alignments for leaks at least once an hour.

• Inspect alignment of all piping, hoses, and valves prior to pumping, purging, or flushing.

• Contact the SRF-JRMC Detachment Sasebo ESH Division, Environmental Branch, S106.3 prior to transfer of waste liquid.

• Provide watches and spill kits at each affected area during waste transfer.

• Identify transfer hoses by affixing the company's name and tank/space location.

• The Government will provide a waste liquid conveyance.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for hydroblasting and mechanical cleaning of the Anti-Submarine Warfare (ASW) and Main Seawater (MSW) piping systems within the Main Machinery Room (MMR) and Refrigeration Machinery Room (REFR MCHRY RM) of the USS PIONEER (MCM-9).

• Hydroblasting and Mechanical Cleaning: Perform hydroblasting on ASW and MSW piping (3/4 inch IPS through 8 inch IPS, CuNi) located in specified areas.

• Cleanliness Standards: Achieve Level III cleanliness as per SECTION 505j2 of reference 2.8.

• Equipment Operation: Hydroblast equipment must be operated by at least 4 qualified contractor operators.

• Piping Traverse: Lance and nozzle must traverse piping at a rate of one foot per minute.

• Ancillary Tasks: Remove and reinstall floor deck plates and gratings, notify SHIPSUPT to isolate equipment, and mechanically clean areas where hydroblasting is not feasible.

• Valve and Hose Management: Remove existing valves and flexible hoses for cleaning and reinstall them afterward, ensuring they are free of foreign matter for reuse.

• Reporting: Submit a legible condition report listing inspection results and any identified problems with hydroblast equipment.

• Operating Pressure Test: Witness an operating pressure test conducted by Ship's Force to verify mechanical joint tightness.

• Wastewater Management: Pumping out generated wastewater is covered under job order number 38KP125601-A02.

• Location: Main Machinery Room (3-63-0-E) and Refrigeration Machinery Room (1-72-0-E) aboard USS PIONEER.

• Non-Magnetic Materials: Use only non-magnetic materials for diving operations.

• Pre-Brief: Attend a pre-brief to confirm understanding of tasks and precautionary measures.

• Government Furnished Property: SRF will provide water jet equipment and permeability indicators.

• Training: Supplement training will be provided for motor-driven water jet machine operation.

• Communication: Maintain radio communication between relevant parties during operations.

• Cofferdams: Cofferdams will be installed and removed by SRF Diver.
