The anticipated Request for Proposal (RFP) release date is around March 2026.
Scope of Work
The SRA involves comprehensive pier-side maintenance, repair, and alterations. Enclosure (1) outlines anticipated work, including:
- Structural welding, piping, electrical, and ventilation work.
- Key maintenance items: Fuel oil storage tank repair, ballast tank repair, SSDG engine/generator repair, and various system overhauls and replacements.
- Specific areas: Hull Structure, Propulsion Plant, Electric Plant and Distribution Equipment, Command and Surveillance, Auxiliary Systems, Outfit and Furnishings, Armament, and Ship Assembly and Support Services.
Submission Requirements
Interested companies must submit a notice of interest on company letterhead by 4 PM Local Time, Washington D.C. on February 11, 2026.
- For companies with current NAVSEA certified MSRA/ABR: Submit a notice of interest including POC, company name, CAGE, UEI, and indicate interest in solicitation N0002426R4440.
- For Small Businesses (regardless of MSRA status) and companies without MSRA/ABR: Submit a notice of interest (limited to 5 pages) including POC, company name, CAGE, UEI, a brief description of capabilities related to Enclosure (1), and answers to specific questions regarding:
- Small or large business status (under NAICS 336611, 1,300 employees or less for small).
- Employee count and website.
- Satisfactory performance record (relevant and recent examples within three years).
- Organizational, experience, accounting, operational controls, and technical skills.
- MSRA/ABR certification status.
- Historical experience on similar systems or capability to meet requirements.
- Intent to submit a proposal for the anticipated solicitation.
