Southwest Regional Maintenance Center (SWRMC) is hereby issuing a Request for Proposal (RFP) No. N5523625R0014 for the execution to provide paint, coatings, preservation products, and engineering/technical services for the underwater hull preservation on the USS SOMERSET (LPD-25) in the Contractors drydock facility in San Diego, CA, anticipated to begin 17 November 2025. The government seeks paint original equipment manufacturers (OEMs) that can provide support as follows: (1) Provide paint, coatings, and preservation products per the Work Statement, (2) Paint, coatings and preservation products must meet the required standard per the Navy Paint Warranty, (3) Company (vendor) must provide the required warranty without waiver or subcontract, (4) Provide personnel that meet or exceed the minimum qualifications within the Work Statement in order to perform and certify work stated, (5) Personnel may not be substituted without express approval by the Government, as submitted per the attached Work Statement. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable in accordance with FAR 6.1. This will be a firm-fixed price (FFP) contract under the applicable NAICS code 325510, Paint and Coating Manufacturing (a small business must have 1,000 or less employees). Award will be based on a best-value procurement utilizing past performance, technical, and price as evaluation factors.
