Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The United States Special Operations Command (USSOCOM) is conducting market research for a Small Cruise Missile (SCM) to inform its acquisition strategy for production and spiral development. This Sources Sought notice follows the successful demonstration of a prototype SCM. USSOCOM is seeking industry solutions with comparable or superior capabilities to avoid substantial duplication of cost or unacceptable delays. Responses are due by March 3, 2026.
Scope of Interest
USSOCOM is interested in air-launched vehicle solutions that meet or exceed specific basic characteristics, including:
- Employment Method: Demonstrated ejection release from SOF C-130, achieving over 400 nautical miles flight without a parachute extraction system.
- Physical Constraints: Munition weight NTE 225 lbs; System weight (munition and launch container) NTE 350 lbs; System form factor NTE 90" L, 12" H, 12" W.
- Technical Specifications: Passive seeker system (limited RF emissions); Warhead/payload weight NTE 50 lbs; Employment in contested and non-contested environments with Intra Missile Communications; Integrated and tested with Battle Management System (BMS); Weapons Data Link ready.
- Performance & Readiness: Range greater than 400NM; Subsonic speed at cruise; Must achieve Technology Readiness Level (TRL) 8 within 9 months.
- Cost Target: $300,000 per All-Up-Round (AUR) at a quantity of 1500.
Information Requested
Interested parties should submit a white paper addressing:
- Current Capability: Describe existing, demonstrated systems meeting or exceeding basic characteristics, including current TRL.
- Schedule & Time to Delivery: Provide a high-level Integrated Master Schedule (IMS) to achieve TRL-8 and deliver the first production-representative unit.
- Non-Recurring Engineering (NRE) & Cost: Provide a Rough Order of Magnitude (ROM) for NRE costs required for production.
- Justification for Investment: Explain the compelling rationale for the Government to invest in and qualify a different solution, given the existing successful prototype.
