Quick Summary

This is an Informational Industry Day for the U.S. Space Command (USSPACECOM) Headquarters (HQ) Command and Control Facility (C2F) project. The Army Contracting Command - Rock Island (ACC-RI), on behalf of the Air Force Civil Engineer Center (AFCEC) and USSPACECOM, is conducting market research for a new, permanent warfighting HQ C2F on Redstone Arsenal, Huntsville, Alabama. The government intends to use a progressive design-build project delivery method via Other Transaction Authority (OTA). Interested parties must pre-register by April 10, 2026.

Project Overview

USSPACECOM requires a new, permanent warfighting HQ C2F to support its critical national security mission. A 64-acre site on Redstone Arsenal has been designated. The facility is expected to accommodate approximately 1800 personnel and will have an estimated total square footage of 700,000 SF. Key components include a Visitor Control Center, vehicle inspection area, and a secure data center. The HQ facility will feature stringent security supporting 24/7 operations, including ICD 705 standards, High-Altitude Electromagnetic Pulse (HEMP) hardening, and Radio Frequency (RF) Shielding.

Acquisition Strategy & Required Experience

The Government plans to utilize a progressive design-build project delivery method, adhering to Design-Build Institute of America (DBIA) best practices. The acquisition for both the Owner's Representative and the design-build performance contractor will be executed using Other Transaction Authority (OTA) through the One Nation Innovation (ONI) Exchange GoColosseum Marketplace. Interested parties should possess high experience in the design and construction of technology-driven operations centers, resilient and redundant infrastructure, and integrated information technology (IT) systems.

Industry Day Details & Registration

An informational Industry Day is tentatively scheduled between May 1-8, 2026, in Huntsville, AL, with both in-person and virtual attendance options. This event will provide details on the project's scope, scale, acquisition strategy, and timeline. Registration is mandatory: Interested parties MUST pre-register by April 10, 2026, via the GoColosseum Marketplace. Registration requires specific company and contact information, including demonstrated experience with progressive design-build projects exceeding $500M.
