Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure HVAC systems at the Bear River Migratory Bird Refuge remain safe, reliable, and operationally efficient, reducing unplanned failures and maintaining appropriate environmental conditions.

• Provide preventive maintenance (PM) services for HVAC systems.

• Services include quarterly PM on specific equipment (1 Chiller, 2 Boilers, 1 Make-Up Air Unit, 4 Air Handling Units, 6 Exhaust Fans, 3 Supply Fans, 2 Supply Fans with Heat, 7 VAV Boxes, 5 Hydronic Unit Heaters).

• Perform annual heating and cooling system start-ups.

• Standard maintenance activities include replacing air filters, rooftop unit belts, power washing condenser coils, lubricating parts, inspecting components, testing/cleaning/adjusting systems, and documenting deficiencies.

• Work must comply with manufacturer specifications and industry best practices.

• Maintain system operability and reduce the risk of unplanned equipment failures.

• All work must comply with federal, state, and local laws, including OSHA and EPA requirements.

• Place: Bear River Migratory Bird Refuge, 2155 W Forest Street, Brigham City, UT 84302 (on-site).

• Period: Base Year (July 1, 2026 - June 30, 2027) plus four (4) 12-month option years, for a total potential of five (5) years.

• Normal Duty Hours: Monday-Friday, 8:00 a.m. - 4:30 p.m.

• Contractor must have demonstrated experience in commercial HVAC PM.

• Personnel must hold applicable certifications, state/local HVAC licenses, and current EPA certification.

• Contractor must have personnel trained and experienced in the Reliable Controls automation platform.

• Contract type: Firm-fixed-price.

• Exclusions: Corrective repairs, emergency response, replacement parts (other than filters/belts), refrigerant, and unscheduled repair labor are excluded.

• Quarterly Preventive Maintenance Services.

• Annual Heating System Start-Up Report.
