This is a Request for Quotations (RFQ) for Utility Building Roof Repairs at the U.S Consulate in Dubai, UAE. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Replacement of Utility Building Roof Waterproofing at the U.S Consulate compound.

• The scope of work includes clearing work areas, removing existing limestone and waterproofing materials, ensuring surfaces are clean and dry, reapplying or repairing waterproofing membranes, installing new waterproofing systems (approx. 110 sqm), testing repaired areas, and laying new limestones (approx. 110 sqm).

• The contractor must provide all necessary personnel, equipment, tools, supplies, and materials.

• A method statement must be submitted for approval prior to starting work.

• The contractor is responsible for any damage to the premises.

• This will be a firm-fixed-price contract.

• The period of performance for completion is 30 calendar days from the Notice to Proceed.

• The contractor shall begin work within 7 calendar days from the Notice to Proceed.

• A warranty valid for 1 year after final inspection is required.

• Site Survey: June 23, 2026, at 09:00 AM (UAE time) at the U.S Consulate, Bur Dubai, Dubai.

• Representative Details for Site Survey: Due by 03:00 PM (UAE time) on June 18, 2026 (Emirates ID/Copy, Company Name). Attendance limited to two persons per company.

• Questions Deadline: June 26, 2026, at 03:00 PM (UAE time).

• Quotations Due: July 07, 2026, at 03:00 PM (UAE time). No late submissions will be accepted.

• Submission Method: Electronically to DubaiGSOProcurement@state.gov.

• File Format: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File Size Limit: 30MB per file. Separate emails may be used for files exceeding 30MB.

• Required Forms/Sections: SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and NDAA 889 compliance certification.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible offeror. Evaluation will consider compliance with RFQ terms (Section 3) and contractor responsibility (FAR 9.1).

• This acquisition is UNRESTRICTED.

• Offerors must be registered in the System for Award Management (SAM) prior to submission.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate line item.

• Defense Base Act (DBA) insurance premium costs are required. Offerors may obtain this from Department of Labor approved providers.

• Past performance information will be used to assess capability and responsibility.

This document is Attachment 1, an Express NDAA Certification form. It requires vendors to provide representations regarding Covered Telecommunications Equipment and Services to ensure compliance with the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year 2019. Contracting staff will use this representation to determine compliance.

• Directions for the Merchant: Instructions for vendors on how to complete the form, including reading relevant FAR provisions, answering questions, and filling out the representation.
• 52.204-24 Representation: Vendors must represent whether they will provide covered telecommunications equipment or services to the Government and whether they use such equipment or services in their own operations.
• Disclosure Requirements: Vendors must provide additional disclosure information if they respond affirmatively to certain questions within the representation.
• Signature Block: Fields for Merchant Name and Merchant's Authorized Representative Signature (Typed Name).

This form is mandatory for all bidders. It requires vendors to certify their compliance with NDAA requirements concerning telecommunications equipment and services. Bidders must carefully review the provisions, answer the questions accurately, and complete the representation section to be eligible for contract award.
