This document is a combined synopsis/solicitation (RFQ 47QMCA26Q0063) for five (5) Utility Ground Maintenance Trucks (UTV). This acquisition is a 100% small business set-aside under NAICS code 336112 (Light Trucks and Utility Vehicle Manufacturing). A separate written solicitation will not be issued; this announcement serves as the only solicitation.

• Procurement of five (5) Utility Ground Maintenance Trucks (UTV).

• An option exists to increase the quantity by up to two (2) additional trucks.

• Specifications for the trucks are detailed in Attachment 2.

• Quoters must provide technical information demonstrating how their product meets specifications, and past performance information (3-5 relevant projects within the last 5 years).

• The contract type will be a Motor Vehicle Delivery Order (MVDO).

• Delivery is FOB Destination to the Navy Expeditionary Medical Support Command in Williamsburg, VA.

• Delivery is expected within a specified number of Days ARO (After Receipt of Order).

• Quotes must be submitted electronically in two volumes (Technical/Past Performance and Price/Delivery) via email to the Contracting Officer by June 16, 2026, 12 PM EST.

• The award will be made to the responsible quoter with the Highest Technically Rated quote and a Fair and Reasonable Price.

• Technical proposals will be ranked highest to lowest. Price is not scored but must be fair and reasonable for the top-ranked technical quote.

• Evaluation factors are Technical Approach and Past Performance (equally weighted).

• This acquisition is a 100% small business set-aside.

• Quoters must possess a valid and active SAM registration.

• All questions or requests for clarification must be submitted in writing via email to the Contracting Officer by June 10, 2025, 12:00 PM EST. A consolidated response will be issued via RFQ amendment.

• Failure to comply with submission instructions or acknowledge amendments may result in ineligibility for award.
