Quick Summary

The General Services Administration (GSA) is conducting market research through a Request for Information (RFI) to identify qualified contractors for Utility Invoice Audit Services. This RFI seeks information on capabilities to audit electricity, natural gas, and water invoices. Responses are due by 3:00 PM Eastern Time on Monday, May 4, 2026.

Purpose

This RFI is issued for planning purposes only, in accordance with Federal Acquisition Regulation (FAR) Part 10 and FAR 52.215-3, to gather information from interested and qualified contractors. The findings will inform the development of requirement documents for a potential future acquisition, identify existing sources, and explore alternative support strategies. This is not a solicitation for offers, and no contract will be awarded from this RFI.

Scope of Work

GSA is seeking audit support services for utility invoices, specifically for electricity, natural gas, and water. Key services include:

  • Auditing and Correction: Reviewing utility bills for accuracy, identifying discrepancies, and obtaining bill credits or recovered monies from utility/energy suppliers.
  • Record Maintenance: Maintaining comprehensive, readily accessible electronic records (Excel and/or PDF) for all agencies, including updates on billing disputes, budget figures, and historical usage data.
  • Reporting: Providing status reports on ongoing contract work to GSA and participating Agencies on at least a quarterly basis.

Contract Details

The GSA anticipates a potential future acquisition may be a Single-Award, Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Contract, with FFP Task Orders. The contract is expected to include a base year and several option years. The relevant NAICS Code is 541690, Other Scientific and Technical Consulting Services.

Submission Requirements

Interested companies must submit their responses via email to Contracting Officer Sharon McCreary at sharon.mccreary@gsa.gov by 3:00 PM Eastern Time on Monday, May 4, 2026. Responses should not exceed 10 pages (excluding cover page and attachments) and must be submitted as a single, comprehensive PDF document. Submissions should include:

  • Company information (Name, Website, POC, Address, SAM Unique Entity ID, Business Designation, GSA contract number(s) if applicable).
  • Detailed capabilities covering national capacity, scalability, teaming/subcontracting, staffing footprint, past performance, innovation, pricing structure, multi-agency support, and tools/reporting.

Eligibility & Set-Aside

No specific set-aside designation is specified for this RFI.

Additional Notes

This RFI is for market research only; responses are not considered offers and will not form a binding contract. The Government will not reimburse any costs incurred in responding. Vendors are asked to describe their preferred pricing structure (e.g., fixed fee, performance-based, percentage of recovered savings) and how pricing would be impacted by nationwide coverage or multiple agency participation.
