NAVFACSYSCOM NW intends to issue a Limited-Source Utility Service Master Basic Ordering Agreement (BOA) to utility service providers that have agreements to provide utility services within the Northwest?s Area of Responsibility (NW AOR), with most services performed in Washington State under NAICS Codes 221122 Electric Power Distribution and 221210 Natural Gas Distribution. Only current providers with utility service agreements with NAVFACSYSCOM NW will be considered. The capacity of the Master BOA may not exceed $99,000,000 dollars with a five-year period of performance. Multiple BOAs will be awarded off the Master BOA to authorized utility service providers for energy management services, including energy and water efficiency improvements and energy demand reduction under 42 U.S.C. � 8256. Services will emphasize energy demand or conservation including improving operation and maintenance, preliminary assessments, field investigations, Investment Grade Audit Reports, installing materials, devices, instruments, or equipment, or eliminating energy load to reduce the amount of energy needed in a facility. Additional utility services include emergency utility work in support of maintenance, repairs or outages, and utility construction services under10 U.S.C. � 2913(d). Utility providers shall furnish all material, supervision, tools, equipment, labor, transportation, subcontract management, project management and, upon mutual agreement, initial capital to implement such projects as specified in individual Task Orders. No funding will be obligated as part of this synopsis or on the Master BOA. This solicitation will be open for five years or until the agreement capacity is met.
