This document outlines the specifications for one (1) Utility Task Vehicle (UTV) required by the Indian Health Service (IHS) at the Lawton Service Unit in Oklahoma. The current UTV is outdated and inefficient, leading to high maintenance costs. The new UTV is needed to support hospital operations, including the delivery of packages, medical supplies, and equipment across various terrains on the hospital campus.

• One (1) UTV, like or equal to the Bobcat model UV34.

• Engine: 1000 cc Gasoline

• Cab/Features: EPS Cab and Heat package, Fire Extinguisher Bracket, Rear View Mirror (Wide Angle), Side View Mirrors (Door-Mounted), Turn Signal, Back-up Alarm, Strobe Light, Grab Handle, Clear Poly Front Doors, Sliding Glass Rear Panel, Wiper & Washer for Windshield, Eyelet Tie-Downs on Rack, Horn, LED Light Bar, All-terrain tires.

• Cargo Capacity: 1250 lbs for materials and supplies.

• Accessories: Must include a battery, initial full tank of fuel, product manuals, and warranty literature.

• Condition: UTV must be new and ready to operate upon delivery.

• Period of Performance: 90 days from the date of award.

• Training: Contractor shall provide an online resource for training and initial use.

• Delivery: To Lawton Indian Hospital, 1515 Lawrie Tatum Rd, Lawton OK 73507. Deliveries must be completed by 4:15 pm. Driver requires a valid ID.

• Point of Contact (POC): Contractor must provide a POC empowered to make daily decisions.

• Phone Numbers: A toll-free number for service calls, answered during business hours (8:00 am - 4:30 pm, Monday-Friday).

• Any changes to specifications must be authorized in writing by the Contracting Officer.
• Costs incurred by unauthorized actions are the contractor's responsibility.

This document is the "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form." It requires offerors to self-certify their eligibility as an "Indian Economic Enterprise" in accordance with the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation and resultant contract.

• Self-certification statement regarding meeting the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Requirements for the enterprise to meet the definition at the time of offer, award, and throughout the contract performance period.
• Notification requirement to the Contracting Officer if eligibility is lost during the contract term.
• Statement that false or misleading information is a violation of law.
• Fields for the Offeror to provide:
  • Name of Federally Recognized Tribal Entity
  • Name of the 51% owner of IEE Firm
  • Business Name
  • Certifying Signature
  • UEI Number
  • Print Name

Bidders must complete and submit this form to demonstrate their eligibility for contracts or awards made under the Buy Indian Act. Failure to meet the definition of an "Indian Economic Enterprise" or providing false information can lead to disqualification or penalties. Offerors must also be registered with the System of Award Management (SAM).

Sources Sought Notice

This notice is issued by the Indian Health Service (IHS) to identify potential Indian Small Business Economic Enterprises (ISBEEs) capable of providing a Utility Task Vehicle (UTV) to the Lawton Indian Hospital. The current UTV is outdated and inefficient due to high maintenance costs and frequent repairs. The IHS is seeking to procure a replacement UTV to meet operational needs, including delivery of packages, medical supplies, and property equipment across the hospital campus and varied terrain.

• The primary requirement is the capability to provide a UTV.

• Responses should demonstrate the company's capability, experience, and ability to perform this specific work.

• This is a Sources Sought notice, not a solicitation for proposals or quotations.

• The IHS intends to use the Buy Indian Act for this procurement, giving preference to Indian Economic Enterprises where authorized and practicable.

• Interested parties must submit a written response demonstrating their capability.

• Responses must include specific company information (Name, Socioeconomic Status, UEI, contact details, DUNS, Cage Code, Tax ID, GSA Schedule or other procurement vehicle, SAM registration status).

• A completed Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form (attached) is required.

• Capability statements are limited to five (5) pages.

• No proprietary, classified, confidential, or sensitive information should be included.

• The deadline for submission is 1:00 PM CST on May 19, 2026.

• ISBEEs and other small businesses are encouraged to respond.

• Responses to this notice will not be considered adequate responses to a future solicitation.

• The Government is not obligated to award a contract based on this notice.

• Information provided is voluntary and will not be returned or compensated.

• The Government reserves the right to use non-proprietary technical information in future solicitations.
