This solicitation is for the leasing of 15 Flight Line Utility Vehicles (FLUV) for the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) at Marine Corps Air Station Yuma, AZ. The vehicles are needed to support the flight phase of the WTI Course, providing essential ground transportation on a time-sensitive basis. The contract will be Firm-Fixed-Price.

• Period of Performance: 54 days of use, from March 8, 2026, to April 30, 2026.

  • Seating capacity for four individuals
  • Minimum 12 cubic foot cargo bed with 800 lb capacity
  • Minimum ground clearance of 4.9 inches
  • Maximum speed not to exceed 20 MPH
  • LED headlights and brake lights

• Condition: Vehicles must be fully operational, safe, and fully fueled upon delivery.

• Maintenance: Contractor is responsible for all preventative and corrective maintenance, including parts and labor.

• Insurance: Contractor must maintain liability insurance as specified.

• Offer Due Date: March 10, 2026, at 01:00 PM Local Time.

• Submission Method: Electronic submission to terrance.t.sandifer@usmc.mil and jackson.boland@usmc.mil in PDF format. Hand delivery is also an option.

• Evaluation: Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors include Price, Technical Capability, and Past Performance.

• Proposal Structure: Quotes must be organized into Volume I (Price Quote), Volume II (Technical Proposal), and Volume III (Past Performance).

• This acquisition is set aside for Small Business.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for leasing Flight Line Utility Vehicles (FLUV) to support the Marine Aviation Weapons and Tactics Squadron One (MAWTS-1) during the spring WTI Course at Marine Corps Air Station Yuma, AZ.

• Lease 15 FLUVs for 54 days, from March 8, 2026, to April 30, 2026.

• Vehicles must be equipped with seating for four individuals, a minimum 12 cubic foot cargo bed with 800 lb capacity, and a minimum ground clearance of 4.9 inches.

• Maximum speed not to exceed 20 MPH.

• Vehicles must have LED headlights and brake lights, an automatic parking brake, and be no more than 77 inches tall and 50 inches wide.

• Foldable windshields are required.

• Contractor is responsible for all essential maintenance (preventative and corrective) according to OEM and commercial standards.

• Contractor must deliver vehicles that are fully operational, safe, and fueled.

• Contractor is responsible for providing drivers for pickup and delivery, and for offloading/onloading equipment.

• Equipment must be ready to operate and reliable for continued use.

• 90% of delivered equipment must meet acceptable quality levels (no more than 1 valid complaint per 10 pieces of equipment).

• Repairs must be commenced within 48 hours of notification for malfunctions.

• 95% of equipment must be made operational and safe on the agreed-upon date.

• Failure to meet standards may result in negative CPARS evaluations.

• Period: 54 days, from March 8, 2026, to April 30, 2026.

• Place: Marine Corps Air Station Yuma, AZ.

• Contractor must conduct pre-delivery inspections.

• Vehicles must be free of excessive soil, rust, and damage (normal wear and tear is accepted).

• Contractor must provide drivers for delivery and pickup.

• Contractor must maintain liability insurance (Workmen's Compensation, Comprehensive General Liability, Comprehensive Automobile Liability).

• Government operators will perform daily inspections.

• Vehicles will be restricted to hardball, paved surfaces.

• A mitigation plan for tracking and inspecting golf cart usage is in place, favoring more robust vehicles.
